SUMMARY:
This bill repeals provisions of the Education Code related to
approximately 30 categorical programs that are no longer
operational due to the enactment of the Local Control Funding
Formula (LCFF) and includes several other technical code fixes.

FISCAL EFFECT:
No state fiscal impact.
COMMENTS:
1)Purpose. The LCFF, enacted as part of the 2013-14 Budget Act,
replaced revenue limit funding and funding for most
categorical programs with a single funding formula. As a
result, most statutory provisions related to these categorical
programs are no longer operative. This bill repeals many of
those provisions, which were rendered obsolete by the LCFF,
but which remain in the code.
2)Related legislation.SB 78 (Senate Budget and Fiscal Review),
Chapter 19, Statutes of 2015 made various changes to the LCFF
that were necessary to implement the Budget Act of 2015.
3)Prior legislation. SB 971 (Huff), Chapter 923, Statutes of
2014, repealed or amended several provisions of the Education
Code that were rendered obsolete by the LCFF.
