          DIGEST:   This bill, the education omnibus clean-up measure,  
          makes technical, non-controversial revisions to numerous  
          provisions of the Education Code (EC). 


          ANALYSIS:   Each year, there is typically a K-12 education  
          clean-up bill and a higher education clean-up bill that make  
          various non-controversial revisions to the EC.  A majority of  
          the provisions for the K-12 education clean-up bill are  
          identified by the California Department of Education and propose  
          technical corrections to existing law, such as deleting an  
          obsolete reporting requirement for a program.  
          
          Specifically, this bill:

          1.Replaces the California Department of Education with the  
            California School Finance Authority as the agency responsible  
            for providing a summary of loans made to charter schools  
            pursuant to the Charter School Revolving Loan Fund Program.

            (SEC. 1)

          2.Clarifies that the three schoolsite representatives of the  
            K-12 High Speed Network advisory board serve a renewable  
            two-year term, consistent with the terms of the other advisory  
            board members.  (SEC. 2)

          3.Removes obsolete references regarding the State School  
            Deferred Maintenance Program, whose funding was removed with  
            the establishment of the Local Control Funding Formula.  (SEC.  
            3 through SEC. 9, inclusive)

          4.Eliminates various reporting requirements and program  
            evaluations that no longer exist, including reporting  
            requirements for the following categorical programs:

             A.   Carl Washington School Safety and Violence Prevention  
               Act.

             B.   School Safety and Violence Prevention Strategy Program.

             C.   Bilingual education programs.

             D.   State Bilingual Teacher Training Assistance Program.

             E.   Digital High School Education Technology Grant Program.

             F.   Programs funded using Economic Impact Aid.  
             (SEC. 10, 11, 12, 13, 15, 16, and 18)

          1.Corrects a drafting error in AB 1584 (Buchanan, Chapter 800,  
            Statutes of 2014) by inserting a comma that was left out in EC  
            § 49073.1(d)(5)(B)(i), after "educational products."  (SEC.  
            14)

          2.Replaces outdated references to the Standardized Testing and  
            Reporting Program with the California Assessment of Student  
            Performance and Progress System of assessments.  (SEC. 17 and  
            19)
