          DIGEST:  This bill, the education omnibus clean-up measure,  
          makes technical, non-controversial revisions to numerous  
          provisions of the Education Code (EC).

          Assembly Amendments are technical and remove potential  
          chaptering conflicts.

          ANALYSIS:   Each year, there is typically a K-12 education

          clean-up bill and a higher education clean-up bill that make  
          various non-controversial revisions to the EC.  A majority of  
          the provisions for the K-12 education clean-up bill are  
          identified by the California Department of Education and propose  
          technical corrections to existing law, such as deleting an  
          obsolete reporting requirement for a program.  

          This bill makes technical and non-controversial revisions to the  
          EC.  Specifically, this bill:

          1)Corrects references to non-existent code sections and makes  
            technical changes to provisions related to school district  
            reorganization.  (Sections 1, 2, 4, 5, 6, 7, 15, 16, 17)

          2)Clarifies that the three schoolsite representatives of the  
            K-12 High Speed Network advisory board serve a renewable  
            two-year term, consistent with the terms of the other advisory  
            board members.  (Section 3)

          3)Removes obsolete references regarding the State School  
            Deferred Maintenance Program, whose funding was removed with  
            the establishment of the Local Control Funding Formula.   
            (Sections 8, 9, 10, 11, 12, 13, 14)

          4)Eliminates various reporting requirements and program  
            evaluations that no longer exist, including reporting  
            requirements for the following programs:

             a)   Compton Unified School District extended year program.
             b)   Bilingual education programs.
             c)   State Bilingual Teacher Training Assistance Program.
             d)   Programs funded using Economic Impact Aid.  (Sections

          5)Corrects a drafting error in AB 1584 (Buchanan, Chapter 800,  
            Statutes of 2014), by inserting a comma that was left out in  
            EC Section 49073.1(d)(5)(B)(i), after "educational products."

          6)Replaces outdated references to the Standardized Testing and  
            Reporting Program with the California Assessment of Student  
            Performance and Progress System of assessments.  (Sections 26

          7)Corrects code section references in provisions related to  
            services for individuals with exceptional needs.  (Sections

          proposes technical, non-controversial amendments to existing
