DIGEST: This bill corrects technical errors and oversights, and
makes numerous non-controversial and conforming changes to
various provisions of the Education Code.
ANALYSIS: This bill is the annual higher education omnibus
clean-up bill and proposes technical, non-controversial
amendments to existing law.
By tradition, if any affected agency, the Department of Finance,
or any of the four legislative caucuses objects to a provision
in this bill or one that is being considered, that particular
provision cannot be included.
This bill corrects technical errors and oversights, and makes
non-controversial and conforming changes to various provisions
of the Education Code. Specifically, this bill for purpose of
ensuring consistency with other financial aid programs where
campuses have the option of withholding registration privileges,

omits the provision prohibiting the California State University
(CSU) and University of California (UC) from withholding
registration privileges should students or former students
default on their DREAM loan.
Comments
1)Non-controversial amendments. Each year, there is typically a
K-12 education clean-up bill and a higher education clean-up
bill that make various non-controversial revisions to the
Education Code.
2)DREAM loan program. Existing law establishes the California
DREAM Loan Program, a voluntary campus-based student loan
program to provide loans to UC and CSU students who meet the
requirements established by AB 540 (Firebaugh, Chapter 814,
Statutes of 2001) and SB 1210 (Lara, Chapter 754, Statutes of
2014). This bill parallels CSU and UC's existing authority and
seeks to correct an error by aligning the DREAM loan program
to be consistent with other financial aid programs where
campuses have the option of withholding registration
privileges.
Related Legislation
This bill is one of two Education "clean up" bills sponsored by
the Senate Education Committee that makes various
non-controversial revisions to statute.
SB 436, the education omnibus bill, was heard by the Senate
Education Committee on April 15th and is currently pending in
the Assembly.
