An act to amend Section 13826.1 of the Penal Code, relating to gang violence.

SB 455, as introduced, Cannella. Gang Violence Suppression Program.

Existing law establishes the Gang Violence Suppression Program to provide financial and technical assistance for district attorneys’ offices, local law enforcement agencies, school districts, other local agencies, and community-based organizations that are primarily engaged in the suppression of gang violence, for purposes of combating gang violence.

This bill would make a technical, nonsubstantive change to those provisions.

Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 13826.1 of the Penal Code is amended
2to read:

13826.1.  

(a) There is hereby established in the Board of State
4and Community Corrections, the Gang Violence Suppression
5Program, a program of financial and technical assistance for district
6attorneys’ offices, local law enforcement agencies, county
7probation departments, school districts, county offices of education,
8or any consortium thereof, and community-based organizations

3(b) Funds made available pursuant to this chapter are intended
4to ensure the highest quality provision of services and to reduce
5unnecessary duplication. Funds disbursed under this chapter shall
6not be used by local agencies to supplant other funding for Public
7Safety Services, as defined in Section 36 of Article XIII of the
8California Constitution. Funds awarded under this program as local
9assistance grants shall not be subject to review as specified in
10Section 10295 of the Public Contract Code.
