Existing law provides that the Department of Transportation has full possession and control of all state highways. Existing law describes the authorized routes in the state highway system and establishes a process for adoption of a highway on an authorized route by the California Transportation Commission. Existing law authorizes the commission to relinquish certain state highway segments to local agencies.
This bill would authorize the commission to relinquishbegin delete the portionend deletebegin insert specified portionsend insert of State Highway Route 164begin delete from Gallatin Road near Pico Rivera to the southern city limit of
El Monte in the vicinity of the Rio Hondo River inend deletebegin insert toend insert the County of Los Angelesbegin delete to that county,end deletebegin insert and to the City of South El Monte,end insert under specified conditions.

The people of the State of California do enact as follows:
Section 464 of the Streets and Highways Code
2 is amended to read:
(a) Route 164 is Rosemead Boulevard from:
4(1) Gallatin Road near Pico Rivera to the southern city limit of

16(b) The relinquished former portions of Route 164 within the
17County of Los Angeles and the City of Temple City are not state
18highways and are not eligible for adoption under Section 81. For
19the relinquished former portions of Route 164, the County of Los
20Angeles and the City of Temple City shall maintain within their
21respective jurisdictions signs directing motorists to
the continuation
22of Route 164.
23(c) (1) Notwithstanding subdivision (a), the commission may
24relinquish to the County of Los Angeles that portion of Route 164
25described in paragraph (1) of subdivision (a), pursuant to the terms
26of a cooperative agreement between the county and the department,
27upon a determination by the commission that the relinquishment
28is in the best interests of the state.
29(2) A relinquishment under this subdivision shall become
30effective immediately following the recordation by the county
31recorder of the relinquishment resolution containing the
32commission’s approval of the terms and conditions of the
33relinquishment.
34(3) On and after the effective date of the relinquishment, both
35of the following shall apply:
36(A) The portion of Route 164 relinquished under this subdivision
37shall cease to be a state highway.
P3 1(B) The portion of Route 164 relinquished under this subdivision
2may not be considered for future adoption under Section 81.
3(4) For the portion of Route 164 that is relinquished under this
4subdivision, the County of Los Angeles shall maintain within its
5jurisdiction signs directing motorists to the continuation of Route
6164.
7(d) (1) Notwithstanding subdivision (a), the commission may
8relinquish to the City of South El Monte
that portion of Route 164
9described in paragraph (2) of subdivision (a), pursuant to the
10terms of a cooperative agreement between the city and the
11department, upon a determination by the commission that the
12relinquishment is in the best interests of the state.
