          COMMENTS:

Purpose. According to the author, this bill will allow the Del
Mar Fairgrounds to develop alcoholic beverage sponsorships with
manufacturers and distributors. The author claims allowing
alcoholic beverage advertising at the fairgrounds and racetrack
will allow Del Mar to compete with other arenas and stadiums,
helping improve the economic viability of horse racing and other
          events at the facilities.
