Existing law specifies the controlled substances that may be used in narcotic replacement therapy by licensed narcotic treatment programs, including federally approved controlled substances used for the purpose of narcotic replacement treatment, and requires the State Department of Public Health to establish guidelines for narcotic treatment programs, including dosage requirements.

This bill would, instead, authorize the use of federally approved controlled substances used for the purpose of substance use disorder treatment.

Existing law, the Communicable Disease Prevention and Control Act, imposes various functions and duties on the State Department of Public Health and local health officers with respect to the prevention and control of communicable diseases. The act provides that a health officer includes county, city, and district health officers, and city and district health boards, but not advisory health boards.

9(c) Buprenorphine products or combination of products approved
10by the federal Food and Drug Administration for maintenance or
11detoxification of opioid dependence.
