An act to add and repeal Section 4034 of the Welfare and Institutions Code, relating to dementia.

Existing law establishes the State Department of Health Care Services, which administers the state Medi-Cal program and the community mental health programs in the state.

This bill would require the department to convene a workgroup tobegin delete create guidelines for dementia care in the Medi-Cal program.end deletebegin insert update the Guidelines for Alzheimer’s Disease Management in California to address changes in the health care system, including changes in the federal Patient Protection and Affordable Care Act and Medicare.end insert The bill would require the department tobegin delete report the recommendations of the workgroup to the Legislatureend deletebegin insert implement the updated guidelinesend insert on or before March 1, 2017. The bill would repeal these provisions as of January 1, 2018.

SECTION 1.  

Section 4034 is added to the Welfare and

4034.  

(a) The Legislature finds and declares all of the
2following:

3(1) There are an estimated 57,000 people with dementia in
4California’s Coordinate Care Initiative.

5(2) Average per person Medicaid spending for seniors with
6Alzheimer’s disease and other dementias is 19 times higher than
7average per person Medicaid spending for all other seniors.

8(3) The triple aim of the federalbegin insert Patient Protection andend insert
9 Affordable Care Actbegin insert (Public Law 111-148)end insert and Medicaid
10expansion is improved population health, better experience of care,
11and lower per capita health care costs.

12(4) Dementia care management has proven, through
13peer-reviewed, evidence-based research, to achieve all three aims.

14(b) The State Department of Health Care Services shall convene
15a workgroup tobegin delete create guidelines for dementia care in the Medi-Cal
16program. The guidelines shall draw on the experience of the
17Dementia MediConnect three-year grant awarded to the California
18Department of Aging and any other relevant literature.end delete
begin insert update the
192008 Guidelines for Alzheimer’s Disease Management in
20California to address changes in the health care system, including,
21but not limited to, changes in the federal Patient Protection and
22Affordable Care Act (Public Law 111-148) and Medicare. These
23updates may further draw on evidence-based, peer-reviewed
24research and lessons learned from demonstration and pilot
25projects.end insert

26(c) The workgroup shall consist ofbegin delete stakeholders, including
27nurses, social workers, primary care physicians, advocates for
28people with dementia, health plans and insurers, and others as the
29department deems necessary.end delete

30department. It may include multidisciplinary experts in Alzheimer’s
31disease detection, diagnosis, treatment, and support.end insert

32(d) The department shallbegin delete report the recommendations of the
33workgroup to the Legislatureend delete
begin insert implement the updates and
34recommendations from the working groupend insert
on or before March 1,
352017. This report shall be submitted in compliance with Section
369795 of the Government Code.

P3    1(e) This section shall remain in effect only until January 1, 2018,
2and as of that date is repealed, unless a later enacted statute, that
3is enacted before January 1, 2018, deletes or extends that date.
