Existing law establishes the State Department of Public Health, which oversees various public health programs, including programs relating to genetic diseases such as Alzheimer’sbegin delete Disease.end deletebegin insert disease.end insert
This bill would require the department to convene a workgroup to update the Guidelines for Alzheimer’s Disease Management in California to address changes in the health care system, including changes in the federal Patient Protection and Affordable Care Act, Medicaid, and Medicare. The bill would require the department to submit a report on the updates and recommendations to the Legislature on or before March 1, 2017. The bill would repeal these provisions as of January 1, 2018.

The people of the State of California do enact as follows:
Section 125285.5 is added to the Health and
2Safety Code, to read:
(a) The Legislature finds and declares all of the
4following:
5(1) There are between an estimated 60,000 to 85,000 people
6with dementia in California’s Coordinated Care Initiative.
7(2) Average per person Medicaid spending for seniors dually
8eligible for Medicare with Alzheimer’s disease and other dementias
9is 19 times higher than average per person Medicaid spending for
10all other seniors.
11(3) The triple aim of the federal Patient Protection and
12Affordable Care Act (Public Law 111-148) and Medicaid
13expansion is improved population health, better
experience of care,
14and lower per capita health care costs.
15(4) Dementia care management hasbegin insert beenend insert proven, through
16peer-reviewed, evidence-based research, to achieve all three aims.
17(b) The State Department of Public Health shall convene a
18workgroup to update the 2008 Guidelines for Alzheimer’s Disease
19Management in California to address changes in the health care
20system, including, but not limited to, changes in the federal Patient
21Protection and Affordable Care Act (Public Law 111-148),

draw on evidence-based,
24peer-reviewed research and lessons learned from demonstration
25and pilot projects.
26(c) The workgroup shall consist of members determined by the
27department. It may include multidisciplinary experts in Alzheimer’s
28disease detection, diagnosis, treatment, and support.
29(d) The department shall submit a report of the updates and
30recommendations from the working group to the Legislature on
31or before March 1, 2017. This report shall be submitted in
32compliance with Section 9795 of the Government Code.
33(e) This section shall remain in effect only until January 1, 2018,
34and as of that date is repealed, unless a later enacted statute, that
35is enacted before January 1, 2018,
