An act to amend Section 14089.08 of the Welfare and Institutions Code, relating to Medi-Cal.

LEGISLATIVE COUNSEL’S DIGEST

SB 642, as introduced, Nguyen. Medi-Cal: geographic managed care: dental.

Existing law establishes the Medi-Cal program, administered by the State Department of Health Care Services, under which basic health care services are provided to qualified low-income persons. The Medi-Cal program is, in part, governed and funded by federal Medicaid provisions. Existing law authorizes the department to provide health care services to beneficiaries through various models of managed care, including through a comprehensive program of managed health care plan services for Medi-Cal recipients residing in clearly defined geographical areas. Existing law provides for a schedule of benefits under the Medi-Cal program, which, with some exceptions, includes certain dental services. Existing law authorizes Sacramento County to establish a stakeholder advisory committee on the delivery of oral health and dental care services, and would require the State Department of Health Care Services to meet periodically with the committee, as specified.

This bill would make technical, nonsubstantive changes to the latter provision.

SECTION 1.  

Section 14089.08 of the Welfare and Institutions

is amended to read:

14089.08.  

(a) Sacramento County may establish a stakeholder
4advisory committee to provide input on the delivery of oral health
5and dental care services, including prevention and education
6services, dental managed care, and fee-for-service Denti-Cal. The
7advisory committee shall include, but not be limited to, local
8nonprofit organizations, representatives from the First Five
9Sacramento Commission, representatives and members of the local
10dental society, local health and human services representatives,
11representatives of Medi-Cal dental managed care plans, Medi-Cal
12enrollees, and other interested individuals. The advisory committee
13may meet on a monthly basis.

14(b) The advisory committee may submit written input to the
15State Department of Health Care Services or the Sacramento
16County Board of Supervisors, as applicable, regarding policies
17that improve the delivery of oral health and dental services in
18Sacramento under the Medi-Cal program or county-administered
19health care system.

20(c) The State Department of Health Care Services shall meet
21periodically, but at least on a quarterly basis, with the advisory
22committeebegin insert in orderend insert to facilitate communication, dissemination of
23information, and improvementsbegin delete inend deletebegin insert toend insert the provision of oral health
24and dental care services under the Medi-Cal program in the County
25of Sacramento. The dissemination of information shall include
26data reported from performance measures and benchmarks used
27by the department.

28(d) The advisory committee may meet periodically, but at least
29twice annually, with the Sacramento County Department of Health
30and Human Services advisory committee established pursuant to
31Section 14089.07.

32(e) No state General Fund moneys shall be used to fund advisory
33committee costs or to fund any related administrative costs incurred
34by the county.
