   An act relating to labor.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 653, as introduced, Berryhill. Underground economy.
   Under existing law, the Labor Commissioner may authorize an
employee of any of the specified agencies that participate in the
Joint Enforcement Strike Force on the Underground Economy, as
defined, to issue citations and issue and serve a penalty assessment
order, as provided.
   This bill would declare the intent of the Legislature to enact
legislation that would address issues relating to the underground
economy in order to ensure a level playing field for businesses in
this state.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  It is the intent of the Legislature to enact
legislation that would address issues relating to the underground
economy in order to ensure a level playing field for businesses in
this state.
