Existing law, the Alcoholic Beverage Control Act, regulates the application for, the issuance of, the suspension of, and the conditions imposed upon, various alcoholic beverage licenses pursuant to which the licensees may exercise specified privileges in the state. Existing law authorizes the specified licenses to nonprofit organizations, as provided.

end insertExisting law establishes the California State Library within the State Department of Education, places the State Library under the direction of the State Librarian, and sets forth the powers and duty of the State Librarian, including, but not limited to, collecting, preserving, and disseminating information regarding the history of the state, and purchasing and cataloging books, maps, engravings, paintings, furniture, and other materials and equipment necessary to carry out State Library programs and services.

In addition to the licenses specified in Section 23320,
4the department may issue an onsale or offsale retail license to a
5nonprofit organization.
Section 19321.5 is added to the Education Code,
7to read:
(a) Each state entity, including, but not limited to,
9the State Library, the State Archives, the State Lands Commission,
10the Department of Transportation, and the State Water Resources
11Control Board, shall conduct an inventory of every piece of art
12and every map or other item of historical significance belonging
13to the state in its possession and shall prepare a catalogue of each
14item not previously catalogued.
15(b) The catalogue shall be made available to the State Librarian.
16(c) It is the intent of the Legislature that the costs of the
17inventory and catalogue be absorbed by each state entity and paid
18through the use of general administrative funds legally available
19for these
purposes.
