The Alcoholic Beverage Control Act provides for the issuance of licenses for which various annual fees are charged depending upon the type of license issued. The act authorizes the issuance of a veterans’ club license authorizing the sale of alcoholic beverages for consumption within the licensed establishment only to members of the veterans’ organization and their guests.
This bill would additionally authorize a holder of a veterans’ clubbegin delete license, as part of a beer tasting, wine tasting, or beer and wine tasting event,end deletebegin insert licenseend insert to sell and servebegin delete beer, wine, or foodend deletebegin insert
alcoholic beveragesend insert for consumption within the licensed establishment to members ofbegin delete the general public,end deletebegin insert other congressionally chartered veterans organizations, active duty or reserve members of the Armed Forces, or veterans,end insert as well as to the members of the veterans’ organization and their guests.

Section 23453 of the Business and Professions

5and privileges permitted by an on-sale general license but may sell
6and serve alcoholic beverages for consumption within the licensed

bona fideend insert guestsbegin insert, bona fide members of other
9congressionally chartered veterans organizations, active duty or
10reserve members of the Armed Forces, or veterans as defined in
11Section 18540.4 of the Government Codeend insert.
12(b) A veterans’ club license is not transferable to another person
13from the person to whom issued or by whom renewed. The
14provisions of Article 2 (commencing with Section 23815) of
15Chapter 5 do not apply to the issuance of veterans’ club licenses.
16(c) A bona fide member of a veterans organization, bona fide
17guest, active duty or reserve member of the Armed Forces, or
18veteran is not required to sign in to a
roster before purchasing or
19being served alcoholic beverages for consumption.

21to expand the rights of a holder of a veterans’ club license to serve

Section 23453.5 is added to the Business and
24Professions Code, to read:
Notwithstanding any other law, as part of a beer
26tasting, wine tasting, or beer and wine tasting event, a holder of a
27veterans’ club license may sell and serve beer, wine, or food for
28consumption within the licensed establishment to members of the
29general public, as well as to the members of the veterans’
30organization and their guests.
