An act to amend Section 50864 of the Health and Safety Code, relating to housing.

SB 712, as introduced, Leyva. Building Equity and Growth in Neighborhoods Program: applications.

Existing law establishes the Building Equity and Growth in Neighborhoods (BEGIN) Program under the administration of the Department of Housing and Community Development for the purpose of making grants to cities and counties that provide incentives for, or reduce or remove regulatory barriers to, affordable housing. Existing law requires the department to assign points in the approval process to grant applications that meet certain criteria, and authorizes the department to assign additional points to applications meeting specified objectives, including, among others, the location of the project in specified job centers.

This bill would expand those job centers to include the Riverside and San Bernardino metropolitan statistical area.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 50864 of the Health and Safety Code is
2amended to read:

50864.  

The department shall prioritize and quantify the criteria
4it establishes pursuant to Section 50863 by assigning points to
P2    1each of the criteria. Applications of a city, county, or city and
2county that has a housing element that the department has found
3substantially complies with the requirements of Article 10.6
4(commencing with Section 65580) of Chapter 3 of Division 1 of
5Title 7 of the Government Code shall receive additional points,
6not exceeding the points granted for any one of the criteria in
7Section 50863. Additional points may be given for applications
8meeting one or more of the following objectives:

9(a) The extent to which the project is intended to serve
10low-income home buyers.

11(b) The location of the project on a site designated as “infill.”

12(c) The location of the project in proximity to public transit,
13public schools, parks, or recreational facilities.

14(d) The location of the project in any of the following job
15centers:

16(1) The Los Angeles and Long Beach metropolitan statistical
17area.

18(2) The Orange County metropolitan statistical area.

19(3) The San Diego County metropolitan statistical area.

20(4) The San Francisco metropolitan statistical area.

21(5) The Oakland metropolitan statistical area.

22(6) The San Jose metropolitan statistical area.

23(7) The Sacramento metropolitan statistical area.

24(8) The Fresno metropolitan statistical area.

25(9) The Modesto metropolitan statistical area.
