Section 42240 of the Public Resources Code is
15amended to read:
The Department of General Services and the Department
17of Resources Recycling and Recovery, in consultation with other
18affected state agencies, shall maintain specifications for the
19purchase of compost by the State of California. The specifications
20shall designate the state minimum operating standards and product
21quality standards. The specifications shall be designed to maximize
22the use of compost without jeopardizing the safety and health of
23the citizens of the state or the environment.
Section 42241 of the Public Resources Code is
25amended to read:
The Department of Transportation shall use compost
27in place of, or to supplement, petroleum-based commercial
28fertilizers in the state’s highway landscape maintenance program.
Section 42243 of the Public Resources Code is
30amended to read:
The Department of Forestry and Fire Protection, the
32Department of Parks and Recreation, and the Department of
33General Services shall initiate programs to restore public lands
34that use compost, cocompost, rice straw, and chemically fixed
35sewage sludge and shall use those products or materials wherever
36possible.
Section 42244 of the Public Resources Code is
38amended to read:
The department shall evaluate compost, cocompost,
2and chemically fixed sewage sludge for use as solid waste landfill
3cover materials or for use as extenders for currently used cover
4material. Compost, cocompost, and chemically fixed sewage sludge
5products, when used as a substitute for or mixed with currently
6approved cover material, shall possess all the physical
7characteristics required in the definition of a cover material.
Section 42244.5 of the Public Resources Code is
9repealed.
Section 42245 of the Public Resources Code is
11amended to read:
Based on the results of the evaluation conducted in
13accordance with Section 42244, the department may, on a
14case-by-case basis, approve the use of compost, cocompost, and
15chemically fixed
sewage sludge, that meet the performance
16standards for cover material, for up to 25 percent of landfill cover
17materials or landfill cover extenders.
