An act to amend Section 15820.907 of the Government Code, relating to jails.

LEGISLATIVE COUNSEL’S DIGEST

SB 748, as introduced, Berryhill. County jail financing.

Existing law authorizes the Department of Corrections and Rehabilitation, participating counties, and the State Public Works Board to acquire, design, and construct local jail facilities approved by the Board of State and Community Corrections (BSCC). Existing law authorizes the State Public Works Board to issue revenue bonds, notes, or bond anticipation notes in the amount of $365,771,000 to finance the acquisition, design, and construction, and a reasonable construction reserve, of approved local jail facilities, as specified. The funds derived from those revenue bonds, notes, or bond anticipation notes are continuously appropriated for the purposes described above.

This bill would make technical, nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:

SECTION 1.  

Section 15820.907 of the Government Code is

(a) Participating county matching funds for projects
4funded under this chapter shall be a minimum of 25 percent of the
5total project costs. The CSA may reducebegin insert theend insert matching fund

3 requesting a lower level of matching funds.

4(b) The CDCR and CSA shall give funding preference to

7 ensure that funds for the construction of new jail beds be
8coordinated with CDCR’s efforts to site new reentry facilities.

9(c) The CDCR and CSA shall give funding preference to
10counties that assist the state in siting mental health day treatment
11and crisis care, pursuant to Section 3073 of the Penal Code, and
12to counties that provide a continuum of care so that parolees with
13mental health and substance abuse needs can continue to receive
14services at the conclusion of their period of parole.
