An act to amend Section 25131 of the Health and Safety Code, relating to hazardous waste.

Existing law requires the Department of Toxic Substances Control to establish the Hazardous Waste Resource and Research Coordination Program, which requires the department, among other things, to assemble and annually update a bibliographic cross-referenced database containing certain information on known hazardous waste research programs, including the specific problems that the research is designed to address.

This bill would require the department to make this information on research programs available in at least 3 languages, including English, Spanish, and Chinese.

The people of the State of California do enact as follows:

SECTION 1.  

Section 25131 of the Health and Safety Code is
2amended to read:

25131.  

(a) The department shall assemble a bibliographic
4cross-referenced data base containing all of the following
5information on known hazardous waste research programs which
6are ongoing within the state:

P2    1(1) The institution or organization sponsoring the research
2program.

3(2) The principal investigators conducting the research.

4(3) A brief description of the research, including anticipated
5applications of the resulting information.

6(4) The specific problems facing hazardous waste generators
7that the research is designed to address, including, but not limited
8to, specific hazardous waste streams or specific production
9processes.

10(5) A summary of results already achieved by the research
11program.

12(6) The date on which the program began, and its expected
13completion date.

14(b) The department shall update the data base annually, and the
15department shall make the information in the data base available
16to the public at a cost not greater than the department’s printing
17and mailing costs.

18(c) The department shall make the information specified in
19subdivision (a) available in at least three languages, including
20English, Spanish, and Chinese.
