Existing law establishes the Department of Water Resources and requires the department to implement various water conservation and flood control programs and projects in the state.
This bill would establish the Atmosphericbegin delete Rivers Research and Mitigationend deletebegin insert Rivers: Research, Mitigation, and Climate Forecastingend insert Program in the department to, upon appropriation of special fund moneys, researchbegin insert climate forecasting andend insert the causes andbegin delete effects ofend deletebegin insert
impacts that climate change has onend insert atmospheric rivers,begin delete and to take actions to capture water generated by atmospheric rivers to increase the water supply and reliability of water resources in the state andend delete
to operate reservoirs in a manner that improves flood protection in thebegin delete state.end deletebegin insert state, and to reoperate flood control and water storage facilities to capture water generated by atmospheric rivers.end insert

The people of the State of California do enact as follows:
Article 8 (commencing with Section 347) is added
2to Chapter 2.5 of Division 1 of the Water Code, to read:

(a) The Atmosphericbegin delete Rivers Research and Mitigationend delete
8begin insert Rivers: Research, Mitigation, and Climate Forecastingend insert Program
9is hereby established in the Department of Water Resources.
10(b) Upon appropriation of special fund moneys, including, but
11not limited to, private funds, for these purposes, the department
12shallbegin insert conductend insert researchbegin insert relating to
climate forecasting andend insert
the
13causes andbegin delete effects ofend deletebegin insert impacts that climate change has onend insert
14 atmospheric rivers, and shall take all actions within its existing
15authority tobegin delete capture water generated by atmospheric rivers in order operate reservoirs in a manner that improves flood
16to increase the water supply and reliability of water resources in
17the state and toend delete
18protection in thebegin delete state.end deletebegin insert state and to reoperate flood control and
