Existing law, pursuant to funding made available in the annual Budget Act, requires the Chancellor of the California Community Colleges and the State Department of Education to jointly provide 2-year planning and implementation grants to regional consortia of community college districts and school districts for purposes of developing regional plans to better serve the educational needs of adults.

This bill would authorize a county office of education and joint powers authority consisting of community college districts, school districts, county offices of education, or a combination of these, to join a regional consortium for these purposes.

Existing law requires the Secretary of the Government Operations Agency, in consultation with the Department of General Services and other appropriate state agencies that maintain or purchase vehicles for the state fleet, including the campuses of the California State University, to develop and implement, and submit to the Legislature and the Governor, a plan to improve the overall state fleet’s use of alternative fuels, synthetic lubricants, and fuel-efficient vehicles by reducing or displacing the consumption of petroleum products by the state fleet when compared to the 2003 consumption level, based on a specified schedule. Existing law requires the Department of General Services to prepare an annual progress report on meeting the goals set by the schedule.

Existing law also requires the Department of General Services and the Department of Transportation to develop and implement advanced technology vehicle parking incentive programs in specified parking facilities to provide incentives for the purchase and use of alternatively fueled vehicles in the state.

This bill would require the progress report prepared by the Department of General Services relative to fleet vehicles to also include a progress report on developing and implementing the advanced technology parking incentive programs.

(a) The Chancellor of the California Community
4Colleges and the State Department of Education shall, pursuant to
5funding made available in the annual Budget Act, jointly provide
6two-year planning and implementation grants to regional consortia

15(1) Eligibility shall be limited to consortia consisting of at least
16one community college district and at least one school district
17within the boundaries of the community college district, either of
18which may serve as the consortium’s fiscal agent, as determined
19by the applicant consortium.

20(2) If a community college district chooses not to participate in
21a consortium, a neighboring community college district may form
22a consortium with school districts within the boundaries of the
23nonparticipating community college district.

P3    1(3) Consortia may include other entities providing adult
2education courses, including, but not necessarily limited to,
3correctional facilities, other local public entities, and
4community-based organizations.

5(b) Grant funds provided pursuant to this section shall be used
6by each regional consortium to create and implement a plan to
7better provide adults in its region with all of the following:

8(1) Elementary and secondary basic skills, including classes
9required for a high school diploma or high school equivalency
10certificate.

11(2) Classes and courses for immigrants eligible for educational
12services in citizenship and English as a second language, and
13workforce preparation classes in basic skills.

14(3) Education programs for adults with disabilities.

15(4) Short-term career technical education programs with high
16employment potential.

17(5) Programs for apprentices.

18(c) (1) The classes and courses described in paragraphs (1) and
19(2) of subdivision (b) shall distribute basic information on
20American government and civics that includes, but is not limited
21to, instruction on all of the following:

22(A) Federal, state, and local government.

23(B) The three branches of government.

24(C) The importance of civic engagement.

25(D) Registering to vote.

26(2) It is the intent of the Legislature that, consistent with the
27requirements of Sections 51225.3 and 52555, students enrolled in
28classes and courses described in paragraphs (1) and (2) of
29subdivision (b) in which instruction in American government and
30civics is appropriate shall receive instruction in American
31government and civics.

32(d) Each regional consortium’s plan shall include, at a minimum:

33(1) An evaluation of current levels and types of adult education
34programs within its region, including education for adults in
35correctional facilities; credit, noncredit, and enhanced noncredit
36adult education coursework; and programs funded through Title
37II of the federal Workforce Investment Act of 1998, known as the
38Adult Education and Family Literacy Act (Public Law 105-220).

39(2) An evaluation of current needs for adult education programs
40within its region.

P4    1(3) Plans for parties that make up the consortium to integrate
2their existing programs and create seamless transitions into
3postsecondary education or the workforce.

4(4) Plans to address the gaps identified pursuant to paragraphs
5(1) and (2).

6(5) Plans to employ approaches proven to accelerate a student’s
7progress toward his or her academic or career goals, such as
8contextualized basic skills and career technical education, and
9other joint programming strategies between adult education and
10career technical education.

11(6) Plans to collaborate in the provision of ongoing professional
12development opportunities for faculty and other staff to help them
13achieve greater program integration and improve student outcomes.

14(7) Plans to leverage existing regional structures, including, but
15not necessarily limited to, local workforce investment areas.

16(e) The Chancellor of the California Community Colleges and
17the State Department of Education may identify additional elements
18that consortia must include in a plan.

19(f) (1) On or before March 1, 2014, the Chancellor of the
20California Community Colleges and the State Department of
21Education shall submit a joint report to the Legislature and the
22Governor. This report shall include, but not necessarily be limited
23to, both of the following:

24(A) The status of developing regional consortia across the state,
25including identification of unserved geographic areas or emerging
26gaps in regional program delivery.

27(B) The status and allocation of grant awards made to regional
28 consortia.

29(2) The report shall be submitted to the Legislature as provided
30in Section 9795 of the Government Code.

31(g) (1) On or before March 1, 2015, the Chancellor of the
32California Community Colleges and the State Department of
33Education shall submit a joint report to the Legislature and the
34Governor. This report shall include, but is not limited to, both of
35the following:

36(A) The plans developed by regional consortia across the state.

37(B) Recommendations for additional improvements in the
38delivery system serving adult learners.

39(2) The report shall be submitted to the Legislature as provided
40in Section 9795 of the Government Code.

P5    1(h) It is the intent of the Legislature to work toward developing
2common policies related to adult education affecting adult schools
3at local educational agencies and community colleges, including
4policies on fees and funding levels.

5(i) It is the intent of the Legislature to provide additional funding
6in the 2015-16 fiscal year to regional consortia to expand and
7improve the provision of adult education.

SECTION 1.  

Section 25722.8 of the Public Resources Code
9 is amended to read:

25722.8.  

(a) On or before July 1, 2009, the Secretary of the
11Government Operations Agency, in consultation with the
12Department of General Services and other appropriate state
13agencies that maintain or purchase vehicles for the state fleet,
14including the campuses of the California State University, shall
15develop and implement, and submit to the Legislature and the
16Governor, a plan to improve the overall state fleet’s use of
17alternative fuels, synthetic lubricants, and fuel-efficient vehicles
18by reducing or displacing the consumption of petroleum products
19by the state fleet when compared to the 2003 consumption level
20based on the following schedule:

21(1) By January 1, 2012, a 10-percent reduction or displacement.

22(2) By January 1, 2020, a 20-percent reduction or displacement.

23(b) Annually, on or before April 1, the Department of General
24Services shall prepare a progress report on meeting the goals
25specified in subdivision (a) and on developing and implementing
26advanced technology vehicle parking incentive programs pursuant
27to Section 25722.9. The Department of General Services shall post
28the progress report on its Internet Web site.

29(c) (1) The Department of General Services shall encourage,
30to the extent feasible, the operation of state alternatively fueled
31vehicles on the alternative fuel for which the vehicle is designed
32and the development of commercial infrastructure for alternative
33fuel pumps and charging stations at or near state vehicle fueling
34or parking sites.

35(2) The Department of General Services shall work with other
36public agencies to incentivize and promote, to the extent feasible,
37state employee operation of alternatively fueled vehicles through
38preferential or reduced-cost parking, access to charging, or other
39means.

P6    1(3) For purposes of this subdivision, “alternatively fueled
2vehicles” means light-, medium-, and heavy-duty vehicles that
3reduce petroleum usage and related emissions by using advanced
4technologies and fuels, including, but not limited to, hybrid, plug-in
5hybrid, battery electric, natural gas, or fuel cell vehicles and
6including those vehicles described in Section 5205.5 of the Vehicle
7Code.
