          SUMMARY:  This bill makes numerous substantive, technical, and  
          minor non-controversial changes to various provisions of the  
          non-healing arts boards regulated by the Department of Consumer  
          Affairs (DCA).

          FISCAL EFFECT:


          State costs are minor and absorbable by the affected programs.


          COMMENTS:


          1)Purpose. According to the author, "This bill is the annual  
            Omnibus Committee bill authored by the Business, Professions  
            and Economic Development Committee. It is a consensus bill  
            which consolidates a number of non-controversial provisions  
            related to various regulatory programs and professions within  
            the DCA."
          2)Background. This bill is one of two "committee bills" authored  
            by the Senate Business, Professions and Economic Development  
            Committee and is intended to consolidate a number of  
            non-controversial provisions related to various regulatory  
            programs and professions governed by the Business and  
            Professions Code (BPC).  Consolidating the provisions in one  
            bill is designed to relieve the various licensing boards,  
            bureaus, professions and other regulatory agencies from the  
            necessity and burden of having separate measures for a number  
            of non-controversial revisions.


          3)Current Legislation. SB 800 (Committee on Business,  
            Professions and Economic Development), pending in this  
            committee, makes numerous non-controversial changes to various  
            provisions of the healing arts boards regulated by the DCA.  





          4)Prior Legislation.

               Development), Chapter 316, Statues of 2014,  made  
               non-controversial, non-substantive or technical changes to  
               various provisions pertaining to the health regulatory  
               programs under the BPC.



             b)   SB 1575 (Committee on Business, Professions and Economic  
               Development), Chapter 799, Statutes of 2012, made numerous  
               minor and technical changes to various provisions  
               pertaining to the health-related regulatory boards within  
               the DCA.
