SUBJECT: Correctional facilities: construction: financing

DIGEST: This bill makes statutory changes necessary to enact public
safety provisions of the Budget Act of 2016.
Assembly Amendments delete the Senate version of the bill, which
expressed legislative intent to enact statutory changes relating
to the Budget Act of 2016, and instead add the current language.
ANALYSIS: This bill authorizes $250 million in lease-revenue
bond financing for county jail construction projects designed to
improve housing with an emphasis on expanding program and
treatment space to manage the adult offender population under
its jurisdiction.
In addition, this bill requires that any county applying for
jail construction funds provide in-person, on-site visitation
for inmates and that the county include in its grant application

a description of efforts to address sexual abuse in its adult
local criminal justice facility.
Finally, this bill appropriates $20 million in lease-revenue
bond financing for the necessary repairs to the Napa County jail
as a result of the damage sustained during the 2014 earthquake.
