Existing law authorizes specified individuals to solemnize a marriage, including, among others, an authorized person of any religious denomination, a judge or magistrate, a legislator or constitutional officer of this state, and a Member of Congress who represents a district within this state, as specified.
end insertbegin insertExisting law additionally authorizes a county supervisor, a city clerk, and a mayor, as specified, to solemnize a marriage, while that person holds office. Existing law requires the county supervisor, city clerk, or mayor to obtain and review from the county clerk all available instructions for marriage solemnization before that person first solemnizes a marriage.
end insertbegin insertThis bill would additionally authorize a county sheriff to solemnize a marriage and would impose the above requirements for a county supervisor, city clerk, or mayor on the county sheriff.
end insertExisting law regulates pawnbrokers by, among other things, limiting the maximum monthly rates a pawnbroker may charge and requiring specific posted disclosures of those rates. A knowing violation of the laws regulating pawnbrokers is a crime.

In addition to the persons specified in Section 400,
4marriage may also be solemnized by a county supervisor,begin insert a county
5sheriff,end insert the city clerk of a charter city or serving in accordance
6with subdivision (b) of Section 36501 of the Government Code,
7or a mayor of a city elected in accordance with Article 3
8(commencing with Section 34900) of Chapter 4 of Part 1 of
9Division 2 of Title 4 of the Government Code, while that person
10holds office. The county supervisor,begin delete theend deletebegin insert county sheriff,end insert city clerk,
11or mayor shall obtain and review from the county clerk all
available
12instructions for marriage solemnization before the county
13supervisor,begin delete theend deletebegin insert county sheriff,end insert city clerk, or mayor first solemnizes

Section 21000 of the Financial Code is amended
16to read:
A person engaged in the business of receiving goods,
18including, but not limited to, motor vehicles, in pledge as security
19for a loan is a pawnbroker within the meaning of this division.
