The Alcoholic Beverage Control Act, administrated by the Department of Alcoholic Beverage Control, defines and regulates the issuance of various types of licenses authorizing the sale of alcoholic beverages, including a club license. Existing law authorizes the holder of a club license to exercise the rights of a on-sale general licensee, but limits sale and service of alcoholic beverages to members of the club and their guests. Existing law defines different clubs in this context.

This bill would define a club, for the purposes described above, to also include a nonprofit umbrella organization established to provide a central meeting location, resources, and services for veterans, including those on active duty, and that owns or leases, operates, and maintains a facility for these purposes. The bill would require the organization to serve at least 6 veteran organizations, as specified.

The Horse Racing Law provides that no member of the California Horse Racing Board is disqualified from receiving a share of any purse awarded him as the result of any horse race as an owner of a horse or as a breeder of a California-bred horse.

For the purpose of this article, “club” also means
4a nonprofit umbrella organization established to provide a central
5meeting location, resources, and services specifically for veterans,
6including those on active duty, and that owns or leases, operates,
7and maintains a facility for these purposes. The nonprofit umbrella
8organization shall serve at least six veteran organizations,
9composed solely of veterans, that have been chartered by the
10Congress of the United States for patriotic, fraternal, or benevolent
11purposes and which post, chapter, camp, or other local unit has
12operated as such for not less than one year.

It shall be unlawful for any club licensed pursuant to this section
14to make any discrimination, distinction, or restriction against any
15person on account of the person’s color, race, religion, ancestry,
16national origin, sex, or age.
