Existingbegin delete lawend deletebegin insert law, to be repealed on January 1, 2017,end insert provides for the establishment of a California American Indian education center by any tribal group or incorporated American Indian association to meet specified objectives, and further provides for the administration of grants, upon application, by the State Department of Education for those purposes in accordance with specified provisions. Existing lawbegin delete repeals those provisions on January 1, 2017.end deletebegin insert requires the department, on or before January 1, 2011, and again on or before
January 1, 2016, to report consolidated results for all California American Indian education centers, provide information required to evaluate the results, and make recommendations for program improvement.end insert
This bill wouldbegin insert instead require the department to report the information on or before January 1, 2021, and every 5 years thereafter, and would specify that the information shall be reported to the appropriate fiscal and policy committees of the Legislature. The bill would alsoend insert delete the January 1, 2017, repealbegin delete date, thereby extending the above-specified provisions indefinitely.end deletebegin insert date.end insert

(a) (1) Each center shall annually submit a report to
4the department that includes appropriate data, presented in a format
5developed jointly with the department, that reflects each center’s
6ability to meet its stated objectives, measure pupil academic
7performance, and meets the continued educational and cultural
8needs of the community that the center serves.
9(2) On or before January 1, 2011, and again on or before January
101, 2016, the department shall report consolidated results for all
11centers and supply information that is required for a comprehensive
12evaluation of those results, and make recommendations for program
13improvement.
14(2) On or before January 1, 2021, and every five years
15thereafter, the department shall report the following information
16to the appropriate fiscal and policy committees of the Legislature:
17(A) Consolidated results for all centers.

end insertbegin insert19(C) Recommendations for program improvement.

20(b) The centers shall maintain sound fiscal policies. The
21department shall provide technical assistance and training to the
22centers in order to assist the centers to maintain sound fiscal
23policies. The department may require an annual program audit,
24however, if the department deems it fiscally unsound for the centers
25to provide an annual audit, a fiscal review shall suffice.
26(c) The department shall provide technical assistance and
27professional development to the directors of the California
28American Indian education centers throughout the year that shall
29include timely documented responses and professional guidance
30meant to improve center
programs.
Section 33385 of the Education Code is repealed.
