An act to amend Section 3025 of the Elections Code, relating to elections.

SB 920, as introduced, Anderson. Vote by mail ballot drop off locations.

Existing law authorizes a vote by mail voter to return his or her voted vote by mail ballot to the elections official from whom it came at a vote by mail ballot drop-off location, as defined. Existing law requires the Secretary of State to promulgate regulations on or before January 1, 2017, establishing guidelines based on best practices for security measures and procedures that a county elections official may use if the county elections official establishes one or more vote by mail ballot drop-off locations.

This bill would make technical, nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:

SECTION 1.  

Section 3025 of the Elections Code is amended

3025.  

(a) For purposes of this section, the following terms
4have the following meanings:

5(1) “Vote by mail ballot drop box” means a secure receptacle
6established by a county or city and county elections official

3(2) “Vote by mail ballot drop-off location” means a location
4consisting of a secured vote by mail ballot drop box at which a
5voted vote by mail ballot may be returned to the elections official
6from whom it was obtained.

7(b) On or before January 1, 2017, the Secretary of State shall
8promulgate regulations establishing guidelines based on best
9practices for security measures and procedures, including, but not
10limited to, chain of custody, pick-up times, proper labeling, and
11security of the vote by mail ballot drop boxes, that a county
12elections official may use ifbegin delete theend deletebegin insert thatend insert county elections official
