Existing law requires the Attorney General to prepare a circulating title and summary of the chief purposes and points of a proposed initiative measure, as specified, upon receiving the text of the measure, and after a 30-day public review period.
This bill would make technical, nonsubstantive changes to that provision.

The people of the State of California do enact as follows:
Section 9004 of the Elections Code is amended
2to read:
(a) Uponbegin delete receipt ofend deletebegin insert receivingend insert the text of a proposed
4initiative measure, and after the public review period provided for
5in Section 9002, the Attorney General shall prepare a circulating
6title and summary of the chief purposes and points of the proposed
7begin insert initiativeend insert measure. The circulating title and summary shall not
8exceed 100 words. The Attorney General shall also provide a
9unique numeric identifier for each proposed initiative measure.
10The circulating title and summary shall be prepared in the manner

ballot titles and summaries in
2Article 5 (commencing with Section 9050), the provisions of
3which, in regard to the preparation, filing, and settlement of ballot

6(b) The Attorney General shall provide a copy of the circulating
7title and summary and its unique numeric identifier to the
8proponents and to the Secretary of State within 15 days afterbegin delete receipt begin insert receivingend insert the fiscal estimate or opinion prepared by the

10Department of Finance and the Legislative Analyst pursuant to
11Section 9005.
The date the copybegin insert

12summaryend insert is delivered or mailed to the proponents is the “official
13summary date.”
14(c) Uponbegin delete receipt ofend deletebegin insert receivingend insert the circulating title and summary
15from the Attorney General, the Secretary of State shall, within one
16business day, notify the proponents and county elections official
17of each county of the official summary date and provide a copy
18of the circulating title and summary to each county elections

20schedule showing the maximum filing
deadline, and the
21certification deadline by the counties to the Secretary of State.
