Existing law requires counties to pay expenses authorized and necessarily incurred in the preparation for and conduct of elections, except as specified.
This bill would require the state to pay expenses authorized and necessarily incurred on or after January 1, 2008, and before December 31, 2016, for elections proclaimed by the Governor to fill a vacancy in the office of Senator or Member of the Assembly, or to fill a vacancy in the office of United States Senator or Member of the United States House of Representatives.
This bill would declare that it is to take effect immediately as an urgency statute.

The people of the State of California do enact as follows:
The Legislature recognizes the unnecessary
2burden that unreimbursed special elections have had on California’s
358 counties. These special elections have forced the counties to
4redirect important funds that should be used to provide critical
5services to the community.
Section 13001 of the Elections Code is amended to
2read:

13same manner as other county or city expenditures are made.
14(b) The state shall pay expenses authorized and necessarily
15incurred on or after January 1, 2008, and before December 31,
162016, in the preparation for, and conduct of, elections proclaimed
17by the Governor to fill a vacancy in the office of Senator or
18Member of the Assembly, or to fill a vacancy in the office of United
19States Senator or Member of the United States House of
20Representatives.
21(c) The elections official, in providing the materials required
22by this division, need not utilize the
services of the county or city
23purchasing agent.
This act is an urgency statute necessary for the
25immediate preservation of the public peace, health, or safety within
26the meaning of Article IV of the Constitution and shall go into
27immediate effect. The facts constituting the necessity are:
28In order to relieve counties of the heavy burden of expenses
29incurred on or after January 1, 2008, and before December 31,
302016, for the preparation and conduct of multiple elections
31proclaimed by the Governor for specified purposes, it is necessary
32that this bill go into immediate effect.
