Existing law vests in the State Department of Developmental Services jurisdiction over state hospitals referred to as developmental centers for the provision of residential care to individuals with developmental disabilities, including the Sonomabegin delete State Hospital.end deletebegin insert Developmental Center, the Fairview Developmental Center, and the Porterville Developmental Center, as specified.end insert Existing law requires the department to comply with procedural requirements when closing a developmental center. Existing law required, on or before October 1, 2015, the State Department of Developmental Services to submit to the Legislature a plan or plans to close one or more developmental centers.

The bill would specify thebegin delete contents of the study, including assessments of the residents before they leave the center and at one-year and two-year intervals after they relocate from the center.end deletebegin insert qualifications and duties of the contractor, as specified.end insert The bill would require the department to submit interim reports to the Legislature regarding the study at the end of the first and second years of the study. The bill would require, upon the completion of the study, the department to submit the study to the Legislature, as specified.

Section 4474.12 is added to the Welfare and

5community are receiving necessary services and supports, the end insert

study, commencing July 1, 2017,end insert to assess the quality of life and
9outcomes of developmental center residentsbegin delete thatend deletebegin insert whoend insert relocate from
10the Sonomabegin delete State Hospitalend deletebegin insert Developmental Center, the Fairview
11Developmental Center, and the general treatment area of the
12Porterville Developmental Center, as those institutions are
13identified in Sections 4440 and 4440.5,end insert as a result of the closure
14ofbegin delete that center. The study shall be conducted over the course of the begin insert
those centers.end insert
152017-18 through 2019-20, inclusive, fiscal years.end delete
16(b) The study conducted pursuant to this section shall do all of
17the following:
18(1) Measure the residents’ quality of life, their satisfaction with
19services, the degree to which the residents achieve their goals,
20such as independence, and other dimensions as determined by the
21department.
22(2) Include assessments of the residents before they leave the
23center and at one-year and two-year intervals after they relocate
24from the center.
25(3) Track the residential locations of the former residents of the
26center for purposes of conducting the one-year and two-year
27postrelocation reassessments.

end delete2(A) Summarizes the findings based on the data collected.

3(B) Provides recommendations regarding how the closure could
4have been conducted in a manner that better served the needs of
5the residents and their families.
6(C) Specifies any community-based services for former residents
7that need to be improved.

(b) The contractor shall be experienced in all of the following:
9
(1) Designing valid tracking instruments.
10
(2) Tracking the quality of community programs, including
11outcome-based measures such as health and safety, quality of life,
12integration, choice, and consumer satisfaction.
13
(3) Tracking the quality and appropriateness of community
14placements for persons moving from large institutions into
15community settings.
16
(4) Developing data systems.
17
(5) Data analysis and report preparation.
18
(c) (1) The contractor shall measure consumer and family
19satisfaction with services provided, including case management
20and quality of life, including, but not limited to, health and safety,
21independence, productivity, integration, opportunities for choice,
22and delivery of needed services.
23
(2) The contractor shall meet with each person, and the person’s
24family, or legal guardian or conservator, when appropriate, no
25less than once per year to discuss quality of life and observe the
26person’s services and supports.
27
(3) In cases in which the consumer is not capable of
28communicating his or her responses, and in which a family
29member, or legal guardian or conservator, is not involved, the
30contractor shall meet with no fewer than two persons familiar with
31the consumer. Additionally, the contractor shall interview staff
32and friends who know the consumer best and review records, as
33appropriate.

(d) The contract may be satisfied by the same contractor used
35by the department to implement the quality assurance instrument
36pursuant to Section 4571, if appropriate.

38begin insert(e)end insert (1) For purposes of conducting the study, the department
39shall maintain and update the addresses of, and contact information
P4 1for, former residents of the center who relocated as a result of the
2closure of thebegin delete center.end deletebegin insert centers.end insert
3(2) The department shall ensure, to the extent permitted by law,
4that researchers conducting the study have access to data and other
5information necessary to conduct the study, including the addresses
6of, and contact information for, former residents of the center who
7relocated due to the closure of the center.

9begin insert(f)end insert The department shall submit interim reports to the Legislature
10regarding the study at the end of the first and second years of the
11study, in accordance with the requirements of Section 9795 of the
12Government Code. Upon the completion of the study, the
13department shall submit the study to the Legislature, in accordance
14with the requirements of Section 9795 of the Government Code.
15(e) This section shall remain in effect only until January 1, 2021,
16and as of that date is repealed, unless a later enacted statute, that
17is enacted before January 1, 2021, deletes or extends that date.
