An act to amend Section 19849.18 of the Government Code, relating to state employees.

LEGISLATIVE COUNSEL’S DIGEST

SB 1058, as introduced, Pan. State employment: supervisors.

Existing law requires that supervisors of state employees represented by State Bargaining Unit 5, 6, or 8 receive salary and benefits changes that are at least generally the economic equivalent to the salary and benefits granted to employees they supervise. Existing law requires that the specific benefits that these supervisors receive be determined through a meet and confer process.

This bill would extend these requirements to apply to the salary and benefits changes for supervisors of state employees represented by State Bargaining Unit 7.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 19849.18 of the Government Code is

Supervisors of state employees represented by State
4Bargaining Unit 5, 6,begin insert 7,end insert or 8 shall receive salary and benefits
5changes that are at least generally equivalent to the salary and
6benefits granted to employees they supervise. For purposes of this
7section, “salary” means base pay and shall not be construed to
8include such forms of compensation as overtime. The benefit

2not be identical. The determination of the specific benefits that
3supervisors of state employees represented by State Bargaining
4Unit 5, 6,begin insert 7,end insert or 8 shall receive shall be made through a meet and
5confer process as defined in Section 3533.
