BILL ANALYSIS Ó SB 1066 Page 1 Date of Hearing: June 27, 2016 ASSEMBLY COMMITTEE ON TRANSPORTATION Jim Frazier, Chair SB 1066 (Beall) - As Introduced February 16, 2016 SENATE VOTE: 37-0 SUBJECT: Transportation funds: fund estimates SUMMARY: Requires specific transportation programming documents to identify and reflect funds expected to be derived from apportionments made to California under the federal Fixing American's Surface Transportation Act (FAST Act). EXISTING LAW: 1)Requires, no later than July 15th of each odd-numbered year, the California Department of Transportation (Caltrans) submit to the California Transportation Commission (CTC) a five-year estimate of all federal and state funds reasonably expected to be available during the following five fiscal years. 2)Requires CTC to adopt the fund estimate by August 15th of each odd-numbered year. SB 1066 Page 2 3)Requires, by October 15th of each odd-numbered year, Caltrans submit to CTC the draft five-year interregional transportation improvement program (ITIP) consisting of all of the following: a) Projects to improve state highways; b) Projects to improve the intercity passenger rail system; and, c) Projects to improve interregional movement of people, vehicles, and goods. 4)Requires regional transportation planning agencies (RTPAs) and county transportation commissions to adopt and submit to CTC by December 15th of each odd-numbered year a five-year regional transportation improvement program (RTIP). The RTIP includes all projects to be funded in whole or in part with the state transportation funds allocated to each county. 5)Requires CTC to adopt and submit to the Governor and the Legislature by April 1st of each even-numbered year the State Transportation Improvement Program (STIP). The STIP includes a listing of all capital improvement projects that are expected to receive an allocation of state transportation funds during the following five fiscal years. FISCAL EFFECT: Unknown SB 1066 Page 3 COMMENTS: Every two years, Caltrans prepares a fund estimate that identifies all the federal and state funds that are reasonably expected to be available for programming. The fund estimate, in turn, informs the department's ITIP, the regions' RTIP, and ultimately the STIP. These programming documents set forth the state's commitment for transportation infrastructure investments during the ensuing five years. This bill is consistent with past practices and will ensure that future fund estimates developed by Caltrans and adopted by the CTC incorporate funding allocations enacted under the recent federal FAST Act.
