An act to add Sections 6726 and 50035 to the Government Code, relating to Space Day.

Existing law requires the Governor to proclaim certain days each year for specified reasons. Existing law also designates particular days each year as having special significance in public schools and educational institutions, and encourages those entities to conduct suitable commemorative exercises on those dates.

This bill would require the Governor to proclaim an undetermined date in each year to be Space Day, and designate that date as having special significance in public schools and educational institutions. The bill would require the Governor to encourage public schools and educational institutions to conduct suitable commemorative exercises on that date. The bill would additionally require the legislative body of each city, county, or city and county to, by ordinance, require every resident, business, and public entity to dim or turn off their lights between 9 p.m. and 10 p.m. on the date designated as Space Day. By imposing additional duties on local officials, this bill would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

SECTION 1.  

Section 6726 is added to the Government Code,

6726.  

(a) The Governor shall proclaim ____ of each year to
4be Space Day and designate that date as having special significance
5in public schools and educational institutions. The Governor shall
6encourage public schools and educational institutions to conduct
7suitable commemorative exercises on that date.

8(b) Space Day shall promote space observation and appreciation,
9promote California’s aerospace industry, and encourage students
10to pursue careers in science, technology, engineering, and
11mathematics.

SEC. 2.  

Section 50035 is added to the Government Code, to
13read:

50035.  

The legislative body of each city, county, or city and
15county shall, by ordinance, require every resident, business, and
16public entity to dim or turn off their lights between 9 p.m. and 10
17p.m. on the date designated as Space Day pursuant to Section 6726.

SEC. 3.  

If the Commission on State Mandates determines that
19this act contains costs mandated by the state, reimbursement to
20local agencies and school districts for those costs shall be made
21pursuant to Part 7 (commencing with Section 17500) of Division
224 of Title 2 of the Government Code.
