Existing law requires the Governor to proclaim certain days each year for specified reasons. Existing law also designates particular days each year as having special significance in public schools and educational institutions, and encourages those entities to conduct suitable commemorative exercises on those dates.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

Section 6726 is added to the Government Code,

SEC. 2.  

Section 50035 is added to the Government Code, to

The legislative body of each city, county, or city and
20county shall, by ordinance, require every resident, business, and
21public entity to dim or turn off their lights between 9 p.m. and 10
22p.m. on the date designated as Space Day pursuant to Section 6726.

SEC. 3.  

If the Commission on State Mandates determines that
24this act contains costs mandated by the state, reimbursement to
25local agencies and school districts for those costs shall be made
26pursuant to Part 7 (commencing with Section 17500) of Division
274 of Title 2 of the Government Code.
