Summary: SB 1170 would prohibit a public agency from requiring
a contractor on a design-bid-build project to develop a
stormwater pollution prevention plan (SWPPP), or to assume
responsibility for completeness and accuracy of a SWPPP.

Unknown significant local costs to cities, counties, special
districts, and school districts, potentially reimbursable by
the state General Fund. To the extent the Commission on State
Mandates finds that the bill imposes a higher level of
service, and identifies local costs that are subject to

reimbursement, this bill could result in significant General
Fund costs.
Author
Amendments: Specify that provisions prohibiting a public agency
from delegating the SWPPP development responsibilities to a
contractor do not apply to any state department or agency, and
make a clarifying change.
