          SENATE VOTE:  38-0


          SUBJECT:  Educational programs


          SUMMARY:  Deletes provisions of the Education Code that are no  
          longer applicable or that have been rendered obsolete by the  
          enactment of the Local Control Funding Formula (LCFF).   
          Specifically, this bill:  


          1)Repeals the Community Policing and Mentoring for School Safety  
            Pilot Program.


          2)Repeals the requirement for the California Department of  
            Education to conduct a study, which was due March 31, 2007, on  
            schools that qualify for federal severe need meal  
            reimbursements.


          3)Repeals the Nell Soto Parent/Teacher Involvement Program.


          4)Repeals the Tom Hayden Community-Based Parent Involvement

            Grant Program.


          5)Repeals intent language.


          FISCAL EFFECT:  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.


          COMMENTS:  The enactment of the LCFF resulted in the elimination  
          of funding for nearly all categorical programs.  This means the  
          statutory rules that govern those programs are no longer  
          applicable.  This is the third bill authored by Senator Huff in  
          the last few years to remove Education Code provisions that have  
          either been rendered inapplicable by the LCFF or that are  
          obsolete for other reasons.  The first two bills were SB 971  
          (Huff), Chapter 923, Statutes of 2014, and SB 416 (Huff),  
          Chapter 538, Statutes of 2015.  


          The provisions repealed by this bill are:


                 The Community Policing and Mentoring for School Safety  
               Pilot Program. This was a pilot program that is no longer  
               funded.


                 A study of schools that qualify for federal severe need  
               meal reimbursements.  This study was completed in 2007.


                 The Nell Soto Parent/Teacher Involvement Program.  This  
               was a categorical program that was eliminated by the LCFF.


                 The Tom Hayden Community-Based Parent Involvement Grant  
               Program.  This was a competitive grant program that is no

               longer funded.


                 The Nuclear Age Education Curriculum.  This is intent  
               language that was never funded.
