Likely minor CTC costs to determine consistency with specified requirements and also whether or not an applicable project at a port facility near a disadvantaged community is intended to increase overall capacity to facilitate coal transportation. Author Amendments: Delete the requirement that the CTC evaluate each project it considers to determine whether it will increase capacity to facilitate coal transportation, and instead require the CTC to determine whether any applicable project at a port facility is intended to increase the state's overall capacity to facilitate the transportation of coal. Require a grantee of funds subject to the bill to annually notify CTC that the funded project is not being used to handle, store, or transport coal in bulk. Clarify that the bill's restrictions do not apply to projects or infrastructure at a port facility already permitted in operation as of January 1, 2016, and make other clarifying changes. -- END --
