Bill
Summary: SB 1279 would prohibit the California Transportation
Commission (CTC) from programming or allocating state funds for
proposed projects at certain port facilities that are involved
in the handling, storage, or transportation of coal. The bill
would also require the CTC to evaluate every project it
considers to determine whether it will increase the state's
capacity to facilitate the transportation of coal.

Likely minor CTC costs to determine consistency with specified
requirements and also whether or not an applicable project at
a port facility near a disadvantaged community is intended to
increase overall capacity to facilitate coal transportation.
Author
Amendments:
Delete the requirement that the CTC evaluate each project it
considers to determine whether it will increase capacity to
facilitate coal transportation, and instead require the CTC to
determine whether any applicable project at a port facility is
intended to increase the state's overall capacity to
facilitate the transportation of coal.
Require a grantee of funds subject to the bill to annually
notify CTC that the funded project is not being used to
handle, store, or transport coal in bulk.
Clarify that the bill's restrictions do not apply to projects
or infrastructure at a port facility already permitted in
operation as of January 1, 2016, and make other clarifying
changes.
