BILL NUMBER: SB 1289 VETOED DATE: 09/28/2016 To the Members of the California State Senate: I am returning Senate Bill 1289 without my signature. This bill prohibits local governments from contracting with for-profit entities to detain immigrants on behalf of federal immigration authorities and requires that local detention facilities that house immigrant detainees adhere to the most recent federal standards. I have been troubled by recent reports detailing unsatisfactory conditions and limited access to counsel in private immigration detention facilities. The Department of Homeland Security, however, is now considering whether private contracting should continue for immigrant detention, and if so under what conditions. Their recommendations are expected in November. These actions indicate that a more permanent solution to this issue may be at hand. I urge the federal authorities to act swiftly. Sincerely, Edmund G.
