To the Members of the California State Senate:

I am returning Senate Bill 1328 without my signature.

This bill creates a new Greenhouse Gas Reduction Fund program for
stormwater projects.

Rather than creating a potentially duplicative program, I am
directing the Resources Agency to work with the State Water Resources
Control Board to ensure that stormwater projects are included in the
Urban Greening Program.
