Bill
Summary: SB 1348 would require regulatory boards and bureaus
within the Department of Consumer Affairs to indicate on license
applications that veterans may be able to apply military
experience and training towards license requirements.
Fiscal
Impact:
One-time cost of $260,000 for the Department of Consumer
Affairs to make necessary modifications to the BreEZe system
used to electronically process license applications and
renewals by boards and bureaus within the Department (various
funds).
One-time cost of about $100,000 for the Dental Board of
California to amend various existing regulations regarding
license applications to include the required information in
the bill (State Dentistry Fund).

Background: Under current law, various professions and vocations are
licensed by boards and bureaus within the Department of Consumer
Affairs. Current law requires each licensing board and bureau to
ask applicants for licensure whether the applicant has military
experience. Current law requires licensing boards and bureaus to
provide for methods of evaluating training and experience gained
in the military if such training is applicable to the license
requirements for licensed professions or vocations. Beginning on
July 1, 2016, licensing boards and bureaus are required to
assist applicants with military experience and expedite their
applications.
Proposed Law:
SB 1348 would require regulatory boards and bureaus within the
Department of Consumer Affairs to indicate on license
applications that veterans may be able to apply military
experience and training towards license requirements.
Staff
Comments: The Board of Registered Nursing has indicated that it
would require significant additional staff resources to
implement a process to evaluate how education and training
gained in the military would translate into educational or
training requirements for licensure by the Board and for
increased application processing when it is necessary to
evaluate military training or experience. Staff notes that
current law already requires the Board to provide for methods to
evaluate military training and experiences.
