The California Disaster Assistance Act generally provides that the state share for disaster project allocations to local agencies is no more than 75% of total state eligible costs, except for specified events for which the state share is up to 100% of state eligible costs.
end insertbegin insertThis bill would add the December 2, 2015, shooting that occurred at the Inland Regional Center to the list of events for which the state share of state eligible cost is up to 100%, and would make findings and declarations as to the necessity of a special law.
end insertWhen an order on community college district funds is received by the county superintendent of schools, and there is insufficient money in the fund or funds against which the order is drawn to pay the orders in full, existing law requires the order to be registered as a warrant on the county treasurer and transmitted to the governing board of the community college district, as specified. Existing law requires county auditors, within 10 days after the end of each month, to report to the superintendent of schools the amount of interest added to registered warrants and paid during the preceding month.

The people of the State of California do enact as follows:

Notwithstanding subdivision (a) of Section 8686, the
4state share shall be 100 percent of total state eligible costs
5connected with the shooting that occurred at the Inland Regional
6Center on December 2, 2015.
The Legislature finds and declares that a special law
8is necessary and that a general law cannot be made applicable
9within the meaning of Section 16 of Article IV of the California
10Constitution because of the unique costs incurred by local agencies
11in responding to the December 2, 2015, shooting that occurred at
12the Inland Regional Center.
Section 85304 of the Education Code is amended
14to read:
Within 10 days after the end of each month, the county
16auditor shall report to the superintendent of schools the amount of
17interest added to registered warrants and paid during the preceding
18month. The report shall show each district to whose registered
19warrants, paid during the month covered by the report, interest
20was added and the amount of that interest for the district. The
21superintendent of schools shall immediately report, in writing, to
22the clerk or secretary of each district for which interest was paid,
23the amount of the interest paid for the district.
