BILL NUMBER: SB 1385 VETOED DATE: 09/25/2016 To the Members of the California State Senate: I am returning Senate Bill 1385 without my signature. This bill requires the state to fund 100 percent of the eligible local emergency recovery costs related to the San Bernardino terrorist shooting in December 2015. I recognize the unique circumstances of this horrific terrorist attack. However, this bill sets the expectation that the state will assume all financial responsibility for future emergency costs. The General Fund cannot afford this precedent. The Office of Emergency Services will continue to work with the local agencies in San Bernardino to ensure that all eligible costs are reimbursed through the California Disaster Assistance Act.
