COMMENTS:
Background/Purpose. This is a clean-up bill. AB 857 (Cooper),
Chapter 60, Statutes of 2016, requires any person who
manufactures or assembles a firearm to first obtain a serial
number or unique identifier from the DOJ and demonstrate that he
or she is not prohibited from owning firearms. DOJ is required
to maintain specified statistics, including the number of serial
numbers issued. SB 1407 requires the DOJ to maintain
information on the number of unique identifiers issued.
