(a) (1) An owner of a vehicle that is abegin delete 1969end deletebegin insert 1980end insert or

6requirements for the registration of the vehicle are complied with
7and with the approval of the department, utilize license plates of
8this state with the date of year corresponding to the model-year
9date when the vehicle was manufactured, if the model-year date
10license plate is legible and serviceable, as
determined by the
11department, in lieu of the license plates otherwise required by this
12code.
13(2) The department may consult with an organization of old car
14hobbyists in determining whether the date of year of the license
15plate corresponds to the model-year date when the vehicle was
16manufactured.
17(b) A fee of forty-five dollars ($45) shall be charged for the
18application for the use of the special plates.
19(c) In addition to the regular renewal fee for the vehicle for
20which the plates are authorized, the applicant for a renewal of the
21plates shall be charged an additional fee of ten dollars ($10). If
22payment of a regular vehicle renewal fee is not required by this
23code, the holder of license plates with a date corresponding to the
24model-year may retain the plates upon payment of an annual fee
25of twenty dollars ($20)
that shall be due at the expiration of the
26registration year of the vehicle to which the plates were last
27assigned under this section.
28(d) If a person who is authorized to utilize the special license
29plates applies to the department for transfer of the plates to another
30vehicle, a transfer fee of twelve dollars ($12) shall be charged in
31addition to all other appropriate fees.
Section 1659 of the Vehicle Code is amended to
33read:
The department may develop criteria, establish standards
35for, and coordinate a program of motor vehicle driver education
36and motor vehicle driver training for drivers whose licenses have
37been suspended or revoked. The purpose of the program shall be
38to promote safe driving. To carry out this purpose the department

2other interested
persons.
