          COMMENTS:

1)Background. Current law authorizes the DMV to issue
"year-of-manufacture" (YOM) license plates for vehicles with a
model year of 1969 or earlier and commercial vehicles or
pickup trucks with a model year of 1972 or older. Under the
program, a vehicle owner acquires and installs the appropriate
set of license plates corresponding to the vehicle's model
year, if the DMV deems the set serviceable, legible, and
authentic. Currently this authorization involves the black and
gold license plates issued for motor vehicles until 1969 and
for trucks until 1972. An additional fee of $45 is charged for
the issuance of these historical plates and renewal costs an
            additional $10.

2)Purpose. This bill extends the program to include the blue and
gold license plates issued for use on California motor
vehicles from 1970 until 1980. According to the author,
owners obtain these vintage license plates from sources

                                                                    Page 3

including relatives, garages, or estate sales. Although these
plates are already in the possession of some owners, they
would not be able to be used on a vehicle until approved by
            DMV.
