SB 1435, as amended, Jackson. School curriculum: health framework: healthy relationships.
Existing law requires the Instructional Quality Commission, during the next revision after January 1, 2016, of the publication “Health Framework for California Public Schools,” to consider including comprehensive information for grades 9 to 12, inclusive, on sexual harassment and violence, as specified.
This bill would require the commission to consider including during the next revision of the health framework after January 1, 2017, comprehensive information, for kindergarten and grades 1 to 8, inclusive, on the development of healthy relationships, as specified.

The people of the State of California do enact as follows:
Section 33546 is added to the Education Code,
2to read:
(a) When the “Health Framework for California Public
4Schools” (health framework) is next revised after January 1, 2017,
5the commission shall consider including comprehensive
6information for kindergarten and grades 1 to 8, inclusive, on the
7development of healthy relationships, which shall be age and
8developmentallybegin delete appropriate.end deletebegin insert appropriate and consistent with the
9health education standards adopted by the state board.end insert
10(b) If the commission includes comprehensive information
on
11the development of healthy relationships in the health framework,
12the commission shall comply with both of the following:
13(1) Ensure information included in the health framework is
14research-based and appropriate for pupils of all races, genders,
15sexual orientations, gender identities, and ethnic and cultural
16backgrounds. This may include, but shall not be limited to,
17reviewing other states’ curricula.
18(2) Consult withbegin delete secondary healthend delete teachers andbegin delete experts in sexual begin insert educators with expertise in
19harassment and violence curriculum.end delete
20curriculum for developing
healthy relationships.end insert
21(c) For purposes of this section, the “development of healthy
22relationships” includes, but is not limited to, all of the following:
23(1) Understanding the principles of treating one another with
24respect, dignity, and kindness.
25(2) Demonstrating the ability to use interpersonal
26communication skills to address and resolve disagreement and
27conflict.
28(3) Recognizing when and how to respond to dangerous or other
29situations that may result in the bullying, harassment, harming, or
30hurting of another person.
