To the Members of the California State Senate:

I am returning Senate Bill 1466 without my signature.

This bill establishes a new trauma screening entitlement for every
child on Medi-Cal.

Medi-Cal has grown from 8 million to 14 million beneficiares since
our implementation of the federal Affordable Care Act and provides
coverage for over 5 million children. Given this dramatic expansion,
I am reluctant to create another entitlement as required by this
bill.
