          SUMMARY:


          This bill makes numerous minor, technical, or non-substantive  
          changes to various provisions pertaining to the health-related  
          regulatory boards of the Department of Consumer Affairs (DCA)  
          such as repealing obsolete language, clarifying examination  
          requirements, modifying minor governance provisions, and making  
          conforming changes.

          Any fiscal impact to the DCA and affected boards is expected to  
          be minor and absorbable.


          COMMENTS:


          1)Purpose.  This omnibus bill is sponsored by the author.   
            According to the author, this bill is intended to consolidate  
            a number of non-controversial provisions related to various  
            regulatory programs and professions governed by the Business  
            and Professions Code.  Many of the provisions of this bill are  
            minor, technical, and updating changes, while other provisions  
            are substantive changes intended to improve the ability of  
            various licensing programs and other entities to efficiently  
            and effectively administer their respective laws.


          2)Related Legislation.  SB 1479 (Senate Committee on Business,  
            Professions and Economic Development), also being heard today,  
            is an omnibus bill related to the non-health regulatory boards  
            or bureaus of the DCA.
