Department of Water Resources: grants and loans. {+ (1) The Budget Act of 1993 appropriates $370,000 for local assistance grants from the California Wildlife, Coastal, and Park Land Conservation Fund of 1988. This bill would increase that appropriation to $743,091. (2) The Budget Act of 1993 appropriates $14,000,000 for local assistance loans from the 1988 Water Conservation Fund. This bill would increase that appropriation to $30,726,307, of which $11,726,307 would be used to fund prescribed water conservation programs and a prescribed groundwater recharge feasibility study and $5,000,000 would be used to fund a prescribed local water supply construction project. +} {- (1) The Water Conservation Bond Law of 1988 creates the 1988 Water Conservation Fund and authorizes the Department of Water Resources to make loans from that fund to local agencies, upon approval of the Legislature by statute, to aid in the construction of eligible water supply projects and to aid in the funding of prescribed water conservation programs and groundwater recharge facilities. This bill would appropriate $16,726,307 from that fund to the department, for expenditure in the 1993-94 fiscal year, for specified projects. (2) The California Wildlife, Coastal, and Park Land Conservation Act establishes the California Wildlife, Coastal, and Park Land Conservation Program and creates the California Wildlife, Coastal, and Park Land Conservation Fund of 1988. Existing law provides that the money in the fund may be used by the department, upon appropriation by the Legislature in the Budget Act, for various purposes, including making grants from that fund to local agencies and nonprofit organizations for the acquisition or restoration of natural lands that contain urban streams, creeks, and riparian areas. This bill would amend and supplement the Budget Act of 1993 to appropriate $373,091 from that fund to the department for those purposes. -} (3) This bill would declare that it is to take effect immediately as an urgency statute. Of the amount appropriated in this item, $11,726,307 shall be available for loans from the Water Conservation and Groundwater Recharge Account for the purposes of paragraphs (1) and (3) of subdivision (c) of Section 3 of Chapter 1049 of the Statutes of 1992, and paragraph (1) of subdivision (b) of, and paragraphs (2) and (8) of subdivision (c) of, Section 1 of Chapter 10 of the 1991-92 First Extraordinary Session. 2. The sum of sixteen million seven hundred twenty-six thousand three hundred seven dollars ($16,726,307) is appropriated from the 1988 Water Conservation Fund to the Department of Water Resources, for expenditure in the 1993-94 fiscal year, as follows: (a) Eleven million seven hundred twenty-six thousand three hundred seven dollars ($11,726,307) from the Water Conservation and Groundwater Recharge Account for the purposes of paragraphs (1) and (3) of subdivision (c) of Section 3 of Chapter 1049 of the Statutes of 1992, and paragraph (1) of subdivision (b) of, and paragraphs (2) and (8) of subdivision (c) of, Section 1 of Chapter 10 of the 1991-92 First Extraordinary Session. (b) Five million dollars ($5,000,000) from the Local Water Projects Assistance Account for the purpose of paragraph (2) of subdivision (b) of Section 3 of Chapter 1049 of the Statutes of 1992. -} SEC. 3. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are: In order to enable the Department of Water Resources, as soon as possible, to make grants from the California Wildlife, Coastal, and Park Land Conservation Fund of 1988 and loans from the 1988 Water Conservation Fund, thereby protecting the public health and safety, it is necessary that this act take effect immediately.
