Summary 

This bill:

1.  Requires Legislative Counsel, with the advice of the Joint Rules 
    Committee, to make specified information related to legislation, vote 
    information, veto messages, the California Codes, the California 
    Constitution and uncodified statute available to the public in 
    electronic form.

2.  Prohibits republishing or duplication of this information for a fee 
    except with the authorization of Legislative Counsel and the approval 
    of the Joint Rules Committee pursuant to a written agreement.

3.  Appropriates fees received for support of Legislative Counsel.
