DIGEST This resolution declares that federal mandates are in violation of the šTenth Amendment of the U.S. Constitution, and that California claims šsovereignty under the Tenth Amendment over all powers not otherwise šenumerated and granted to the federal government. SUPPORT County of El Dorado County of Inyo County of Solano County of Tehema Glenn County Northern California Coalition for Limited Government Solano Irrigation District COMMENTS The Tenth Amendment to the federal Constitution states that "The powers not šdelegated to the United States by the Constitution, nor prohibited by it to šthe states, are reserved to the states respectively, or to the people." This resolution is similar to one recently passed in Colorado, Missouri and šHawaii. Similar resolutions are pending in other states. Supporters of this resolution declare the need of California to get out šfrom under the federal government and the concern that the federal šgovernment is bankrupting California.
